The seminar, titled "Unlock the Power of Your Global IP Assets," took place on March 21st in Hangzhou. Aimed at empowering technology companies to expand their global footprint while effectively managing intellectual property risks, the event was hosted by the Market Supervision and Administration Bureau of Hangzhou High-Tech Zone (Binjiang District). It was co-organized by the Intellectual Property Service Promotion Association of Hangzhou High-Tech Development Zone (Binjiang District) and the Internet of Things (IoT) Industry Intellectual Property Promotion Association of Hangzhou High-Tech Zone (Binjiang District), with Innotrack IP Law Firm ("Innotrack") serving as the organizer.

Mr. Dejun LV, Member of the Chinese Communist Party Committee and Deputy Director of the Market Supervision and Administration Bureau of Binjiang District, Hangzhou, Zhejiang Province, delivered the opening address at the seminar. In his speech, Mr. LV highlighted that Binjiang District has emerged as a vital hub for innovative industries in Hangzhou. With a growing number of inventions each year and thousands of patents granted domestically and internationally, both enterprises and the local government are placing greater emphasis on innovation, intellectual property strategy, and risk management. This seminar serves as a platform to explore current global trends and challenges in intellectual property, providing fresh insights and practical solutions to drive progress in this critical field.

Session One: Mr. Harris Wolin, co-founder of U.S. law firm Myers Wolin, LLC, presented a comprehensive analysis of "The U.S. Litigation System, Patent Portfolio Strategies, and Risk Management," offering practical insights into U.S. patent prosecution and enforcement. Mr. Wolin began by stressing the critical role of pre-litigation validity searches and comprehensive due diligence on potential infringers. He then systematically outlined the fundamental principles of effective patent portfolio strategy in the U.S. market. Drawing on recent case studies and empirical data, he provided a detailed yet accessible breakdown of USPTO proceedings—including Ex Parte reexamination, Inter Partes Review (IPR), and Post-Grant Review (PGR)—as well as federal litigation dynamics and ITC Proceedings. Concluding with actionable guidance, he presented strategic approaches to patent portfolio optimization and risk management, highlighting the importance of proactive engagement with U.S. legal mechanisms and robust defensive preparedness.

Session Two: Mr. Qingchao CHEN, Partner at Innotrack IP Law Firm, presented "The Hague System: Strategies for Global Design Protection," offering practical insights into the system’s role in international design patent protection. Leveraging case studies from diverse design filers, Mr. Chen analyzed the strategic benefits and limitations of the Hague System. He emphasized its growing relevance for Chinese companies amid global business expansion and cross-border e-commerce growth, particularly since China’s accession to the Hague Agreement in 2022. Sectors like smart hardware, home furnishings, and new energy vehicles have seen a steady rise in applications. Mr. Chen underscored the system’s efficiency—enabling protection for multiple designs across nearly 100 countries via a single application—but also cautioned against its universal suitability. Through cost analyses, examination practices, and case examples, he outlined scenarios where alternative strategies may be preferable. He emphasized that only by tailoring strategies to a company’s specific needs can businesses fully leverage the Hague System’s advantages, ensuring more efficient and robust IP protection for Chinese designs in global markets.

Session Three: Mr. Yao ZENG, Partner at Beijing Innotrack IP Law Firm, presented on "Standard Essential Patents: The Innovation Advantage for Technology Companies," offering a comprehensive examination of SEP fundamentals and strategic portfolio development. His insights provided technology firms with a structured framework for establishing robust SEP positions and strengthening international market competitiveness. First, the presentation emphasized the significance and conceptual framework of SEPs, highlighting their indispensable role as the "critical path" for implementing technical standards. Second, it provided a detailed analysis of SEP development and portfolio strategies, systematically examining the entire process from technological R&D and standard proposal drafting to patent prosecution. The presentation stressed that effective SEP strategy requires "synchronizing technological innovation with standardization processes," while particularly underscoring the crucial importance of patent specification drafting. This ensures:
